The National Telecommunications Regulatory Commission of the Commonwealth of Dominica has been established to coordinate an effective regulatory regime to enhance the operation of telecommunications in the interest of the sustainable development of Dominica. Dominica is a signatory to the Treaty establishing the Eastern Caribbean Telecommunications Authority (ECTEL) which was signed in St. George's, Grenada on May 4th. 2000 to promote open competition in telecommunications, harmonize policies on a regional level for telecommunications, and to provide for a universal service, fair pricing and the use of cost-based pricing methods by telecommunications providers. The National Telecommunications Regulatory Commission via the Universal Service Fund enhanced the Kalinago Territory by outfitting the Tunubuku Library and Computer Center with 15 new computers and 1 all-in-one printer. In his welcome address, at the official handing over ceremony on Wednesday December 9, 2015 at the Tunubuku Library and Computer Center, Kalinago Chief Charles Williams expressed deep gratitude on behalf the people of the Kalinago Territory, and highlighted the importance of the computers as a valuable tools for the people of the Kalinago Territory at large, however, it is particularly valuable to the youth of the Kalinago Territory.
