The National Telecommunications Regulatory Commission is committed to developing and maintaining a Regulatory Framework of excellence, equipped to ensure that the growing demands for telecommunications services are met, and that the telecommunications sector achieves its socio-economic potential.
Mission Statement
Consistent with the regional plan to advance the telecommunications industry, the National Telecommunications Commission will regulate the telecommunications industry, balancing the interests of consumers and telecommunications network operators and provide advice to the Minister on telecommunications matters, with a view to ensuring the efficient, economic and harmonised development of telecommunications in the Commonwealth of Dominica.
Powers and Functions of the NTRC
The National Telecommunications Regulatory Commission (NTRC) was established by the Telecommunications Act, 2000 (Act No. 8 of 2000). The Telecommunications (Commencement Date) Order, 2001 (S.R.O. No. 10 of 2001) brought the said Act into operation on the 1st day of February, 2001.
The Telecommunications Act and the Regulations made there under establish the Commission, define its structure, role and functions and empowers it to enforce compliance with the provisions of the legislation. Section 12 of the Act states the functions of the Commission, while the powers of the Commission are stated in sections 13, 21 and 22 of the Act.
In the performance of its functions, the Commission is required to consult and liaise with the Eastern Caribbean Telecommunications Authority (ECTEL).
Functions
- Ensure compliance with the Government’s International obligations on telecommunications

- Assume responsibility for technical regulation, and setting technical standards of telecommunications and ensuring compatibility with international standards.

- Plan, supervisor, regulate and manage the use of the radio frequency spectrum in conjunction with ECTEL.
|
- Regulate prices for telecommunications service.
|
- Collect free prescribed and tariffs levied under the Act of Regulations
|
- Receive and review applications for class licenses and advising the Minister accordingly.
|
- Monitor and ensure that licensees comply with the conditions attached to their licenses.
|
- Review proposed interconnection agreements by telecommunication providers and recommend to the Minister whether or not she/he should approve such agreements.
|
- Investigate and resolve any dispute relating to interconnection or sharing of infrastructure between telecommunications providers.

- Manage the Universal Service Fund
